Background.
Rogue is a bounty hunter who is traveling alone through the galaxies. There was a time when he traveled though with another bounty hunter and his partner and the love of his life, Art (Artificer). Art has been gone for some time now, and Rogue has traveled and worked alone.
Recently Rogue was given a job to get rid of a shapeshifting (By trying on their victims bodies) murderer in Regency England. It wasn't a single shapeshifter but a family of them cosplaying out their Bridgerton dreams. It's there that his entire life is veered off course when he meets the Doctor.
It's pretty much wrong assumptions and then maybe love at first sight. Certainly argue across the stars at first sight anyway, and there's even a dramatic proposal.
Sadly, to save Ruby Tuesday, Rogue sacrifices himself because he can't see the Doctor hurting over losing her. So now he hides in a god forsaken who knows where planet, living on cave rats and what he can scavenge while avoiding the shapeshifters and waiting for the Doctor to find him.
Personality.
There was a time when, on the surface, Rogue was a charmer and a flirt. It was part of his side of the job, after all. Now though he can be a bit mercurial, trying to maintain that side of himself while living with all the loss that he's only just remembered that he can keep living with.
